Even as a non-academic, you can be highly classified in the state service. From salary group 13 in TV-L, a completed scientific university degree is normally required. The so-called "other employees" who do not meet this requirement are also grouped here.

Non-academics can also work on academic positions.
Non-academics can also work on academic positions.

There are many academics in the higher pay groups in the public service. However, a completed academic university degree is not always a mandatory requirement in order to be well paid.

Requirements for the "other employee"

In the higher pay groups of the TV-L not only the traditional academics are grouped, but also the so-called "other employees". This includes you if you meet certain requirements.

  • The first requirement is that you have "equivalent skills" and experience. These must be comparable to those of a university graduate.
  • You must also do an "appropriate job". Your job must therefore require skills and experience equivalent to those of an academic.

The job must require the skills

  • It is not enough if you diligently attend advanced training courses and have a lot of professional experience. In addition, the skills you have acquired are needed on your job.

  • The same applies to academics: A mere degree is not enough - it must also be required for the job to be performed. For example, a medical graduate who works in the place of a medical-technical assistant is not paid as a medical practitioner.
  • In the context of the classification system, the equivalent skills of the other employee represent a subjective activity characteristic. The activity "corresponding to this level of training", on the other hand, represents an objective requirement.

Other employees outside of administrative activities

  • You will not only find "other employees" in the general administrative service.
  • For example, not only social workers and are in pay group 9 in the social and educational service Social pedagogues are grouped who can show a corresponding state-recognized qualification. There are also "other employees". Although they do not have this qualification, they have equivalent skills. In this case, too, it is a prerequisite that you carry out "corresponding activities". So they have to be employed in positions that would otherwise be employed by graduate social workers.

Anyone who is "other employee" in the sense of the collective agreement is treated as equivalent to an employee with the corresponding qualification. In case of doubt, this results in a higher one salary.
