Employees in the public sector receive a so-called remuneration. The amount of the pay depends on the pay group and the respective level within the pay group in which the employees are classified.

Which salary group applies?

Everyone who wants to apply for a job in the public service asks himself this question. In order to be able to answer this question, you need a little basic knowledge about the collective agreement for the public service (TVöD) and the remuneration table from the TVöD. There are 15 pay groups E1 to E15 in the collective agreement for the public sector. These designations are similar to grades A1 to A15 for civil servants. The 15 pay groups are divided into 4 qualification points.

  • The first qualification point includes pay groups E1 to E4 and applies to semi-skilled or unskilled employees.
  • Salary groups E5 to E8 represent the second qualification point and require at least 3 years of professional training.
  • For the third qualification point - pay levels E9 to E 12 - you need a degree from a university of applied sciences or one Bachelor.

In pay group E1 there are lower levels two to six and in the Pay groups E2 to E15 there are sub-levels one to six. For federal employees, level six does not apply to pay groups E9 to E15. Which pay group the employee is assigned to depends on which qualifications the employee can prove. When a new employee is hired, they are assigned to level one of the pay group that corresponds to the employee's qualification. If the employee can provide evidence of at least one year of relevant professional experience, a classification in Level two or, if you have at least three years of relevant professional experience, the classification in level three possible. The basis for the classification are §§ 16 and 17 of the collective agreement for the public service.

Tier duration within pay groups E2 to E15

The next level is reached after certain periods of uninterrupted work in the same pay group with the same employer.

  • When hiring, you almost always get level 1 of the assigned pay group.
  • You get level 2 after one year in level 1.
  • After two years in level 2, you are assigned to level 3.
  • To be classified in level 4, you need three years in level 3.
  • If you have completed level 4 for four years, you will get level 5.
  • It takes you the longest to get to level 6.
  • For this you need five years in level 5.

From level 3 the achievement of the employee is after reaching the next level § 17 para. 2 addicted.

From the beginning of the month in which the employee reaches the next level, he receives the table remuneration for the new level.

Higher grouping of the pay group

Higher grouping means that the employee - within the scope of his level term, his performance or Qualifications - is assigned to a higher pay group instead of its previous one. However, in the higher grouping, the pay grade of the current pay group is not taken with it, but the employee falls back in the new pay group to the level where his new pay group is salary largely corresponds to the old one. However, at least the assignment takes place in level 2. However, it can also happen that an employee is assigned to a lower pay group. In this case, he will retain his level reached in the previous pay bracket.
